The only thing that I don't understand is : how apple can let a grey control center on iphone 4 ?

Yes Apple has. Remember when they said the iPhone 3G couldn't support wallpapers? Or that the iPhone 4 couldn't support Siri? It's just their way of nudging people to new devices, without being honest about it.
 
So you're comparing a beta OS to the latest stable release? Yes, because that is fair.

It's not going to be fluid, especially with all the debug code etc. Every beta has increased the overall responsiveness and Beta 4 is the best yet.

Yes, you are right here but all ios 6 betas were the same in speed and smoothness, just some bug fixes and the final was the same but ios 7 betas are worse, with every beta, the performance got better but with beta 4, the performance is the same as beta 3 so I just implied that the final version would be the same since there is no difference between beta 3 and 4 and yes! I did a clean install on each beta.

This is true. They clearly state that panoramic wallpapers are not supported on the iPhone 4, yet if you find a wallpaper large enough on the earlier betas and set it as a wallpaper, the panoramic wallpaper setting/option did appear in settings, and it worked.

There is exactly a 0% chance that the ip4's internals are not capable of handling blurred layers. If they end up not implementing this feature, it's because they chose not to deliberately, not because of any limitation with the device.
 
It does however state this in the iOS 7 beta 4 change log:

Blurred layers are not available on iPhone 4.
Parallax is not available on iPhone 4. Letterpress
text is not available on iPhone 4.

Now, notice it says "is/are not available" and not "won't be available"

That's just the way I'm interpreting it, after all, the parallax option was present in the iPhone 4 beta versions, but it didn't work. Wether it's there in beta 4 I don't know though. We can only wait and see what happens :)

Those comments are listed under NOTES and not KNOWN ISSUES.

If Apple intended to "fix" or improve the situation then they would be listed under Known Issues... that's how you know not to hold your breath. Apple would be testing it now during beta if it was coming.
 
Blurred layers are actually very graphics intensive, the effect takes a whopping 100mb of memory on the iPad 4, and remember it has to render that background at 60fps to get a smooth animation when behind the keyboard. I don't doubt the A4 is capable of running it, but it will do so at a cost of the user experience which is something apple values. I rather have pre rendered blurs like the dock and spotlight blur, than having a full blur effect and have my phone crash because of lack of memory. Just my 2c.

Edit: battery life would also take its toll
 
I actually prefer the gray over the rainbow colors myself.

It's only 'rainbow' depending on your wallpaper. I'd actually rather it be black like the Notification Center. It seems weird being the only gray anywhere in the OS. Consistency would be nice...

Yes and no. The iPhone 3G specs would have allowed a background sure, but the extra memory that would take up would degrade the overall performance to an unacceptable level for Apple, so they limited it.

Siri also relied on better microphones and better noise-cancellation in the iPhone 4S which the iPhone 4 didn't have. Personally I don't care about Siri either, the iPhone 4 is more than capable :)

But what you are forgetting here is that iOS 7 is a complete overhaul of the UI, with more emphasis on animation and transparency. You cannot compare it to the iOS 6 beta for that reason. They have certainly refined it over the 4 betas and I can notice the difference in the latest one.

Beta 4 on my 4S is MUCH improved and i haven't experience a single crash or lockup.

You seem to be missing my point; like the background on the 3G, yes it technically works, but not to Apple's satisfaction. I'm sure the research they put into it led them to the conclusion that Siri on the iPhone 4 performed worse than the 4S, which they wouldn't want, as interaction with computers has always historically been frustrating.

Apart from that, it is a reason to upgrade (well, not for me, but for others I guess).

Nope, you seem to have missed the "perfectly well". Siri works in iPhone 4 without any problem, neither computational nor in voice recognition.

The iPhone 4 didn't get Siri just because it would have hurt the sales of the iPhone 4S, that's hardly debatable.

Maybe that was the reason. Who cares. It was a feature of the 4S. The fact the jailbreak community got it to work means nothing at all. It's never going to be available on the iPhone 4. Moaning and complaining about that is just futile.

I have to say that siri on iphone 4 drains battery really fast, I have an iphone 4 with ios 6.0.1 and siri port installed from a russian repo and it really affected my battery but I also use location services with siri so that would be a problem too.

I doubt it. Blurred layers are not coming to the iPhone 4. It is stated in the release notes of the beta. If they were, they would of been included in at least one of the betas, but they haven't.

Siri might work on iPhone 4, but the not as well on iPhone 4s/5.

The guy just said the jailbreak community is able to run siri as well on iphone 4 as it is on iphone 4s. The only difference in their hardware is the dual core A5 chip, hardly something that Siri really needs to take advantage of.

I think people here are saying the extra mic on the 4S cuts down on noise, which I'm sure is true, but Google's app is able to hear just fine on the iPhone 4. It's just an excuse, not a legitimate reason.

Siri is like an app that runs when you start it and ends when you close it.

Unless you put on deamons that listen all the time which isn't Siri.
