iOS 8.2 status bar animation problem

I would better think this is made in purpose.

Larger icon and item in lock screen enhances the readability.

i do notice this in iOS 9 beta 5 but this is not a big deal for me.

This isn't really about it being bigger on the lock screen, which seems to be more of a design feature added some time ago. This is, or at least was, about it sort of flashing from small to large and back to small right after you unlock the screen and you are already on the unlocked home screen.

Oh. Such could probably be considered as an issue. This is abnormal.

Sure it is. Or rather was as iOS 9 has fixed this bug.
