That's not how it works. Those apps aren't open. Only one app is open at a time on iOS. Those are just shortcuts to recently used apps. "Closing" them just resets their stored app state, but it's not using resources.

First thing to do when iOS 9 jailbreak hits: removing that Selfies folder. (assuming you can't remove it)

The screenshots one is pretty nice though. I made an album myself for that but it's not "smart".

It would be nice if Apple gave you the option of renaming the selfies folder to something like "FaceTime Photos", given the negative, superficial, self-absorbed and douchy connotation of the word among many.

Correct except don't forget that on on iOS 9 on iPad Air 2, that's been expended to two apps running at the same time if you use split view. :p
 
If it follows the other built-in albums, the screenshots will still be mixed with all other images in the 'All Photos' album.

Hopefully this gives me the ability to mass delete them, though. I normally just take a screenshot to quickly share my screen with someone over iMessages, not because I want to hold onto the screenshot for forever.

Apps that do Music, location tracking and communication/network access (like dropbox, facebook) do remain open (or at least do something in the background) in the background. Everything else is in statis.

If there's an app state that's stored, as you said, then it is using at least some resources. Whether it's storage or RAM it doesn't matter, still using resources and there should still be an easy way to close them all.

Maybe that'll be one of the Force Touch special features; Force Touch the app switcher screen and select "Close All".

Mail doesn't work with my outlook.com account. It says connection failed. I tried the outlook app from Microsoft and it gives a timeout error. Using outlook.com in safari works fine. Weather app font isn't right as it cuts off some of the edges of the letters. Animation is choppy and going back from an app to the homescreen, the menu bar at top takes a second to show up instead of just being there.
 
If I'm not mistaken, a folder for screenshots was introduced in an iOS 8 beta, but was taken out of the public release. Hopefully it's here to stay now.

Edit: What does a folder on the iPad look like when not brought up? Does it still show a 3 x 3 preview of apps, or a 4 x 4 preview?
4x4 preview, confirmed on iPad mini.
 
Is iBooks freezing for anyone else? It opens and freezes after about 10 seconds or if I open it and try to open a book or switch tabs it freezes instantly. It worked fine for me on Beta 2.
