Would you suggest downloading it OTA or do a new install on the computer?

Me I do all betas etc as a fresh install. Even on my non testing stuff every major iOS is a clean install. Since it came out I have had great luck with backing up to iCloud and restoring that with few issues. So that's how I do it. I also use it as a time to plunge stuff like games I stopped playing, photos I don't need to carry around. I clean that out, update my iCloud and go for it.

Might be overkill but it works for me. I also try to wait a few days to see if any major bugs pop up. Especially for my essential gear.
 
so how to i get my hands on the GM? my UDID is registered through my mates account, do i need to get him to send me the link/file? then DFU mode, update.
can i use my back up from the beta? contacts settings etc?

any helpful info would be good
 
If you know where to look, you can get it it today. I have always installed the GM when released going back to the 3GS days.

The original question was asking whether you can download it from Apple. The answer is no. You can download it from other means.
 
Is it available ONLY for paid developers?

Maybe it's a dumb question.. When I click the GM link I get the 'To access iOS 7 GM seed, you must be a member of the iOS Developer Program or the iOS Developer Enterprise Program.' message.....

So I think I am answering my own question...
