My theory was that they had still too many iPad 1s left and to facilitate selling them, they delayed the pre-order of the iPad 2 (and reduced the price of the iPad 1, a real first, Apple previously had never reduced prices to clear out old product if at all, they did it via the refurb store).there are too many iPad 1 s in the clearance section in all the online stores (not only us store)
