Facebook doesn't need to make an iPad app at all. Apple needs to sort Safari out.
Safari needs better javascript handling(or whatever it is, that enables chat) and an up/download facility, linked to an iOS-native 'Files' app.
Hmm, let's see.
Facebook likes it when people use their site. They notice people have iPhones. They make an iPhone App. People are happy.
Facebook notices people are using iPads to access their site. They have a look at how the browser works for Facebook on iPad. They see it works pretty well. Sure, some major functions don't work (chat, uploading). They decide not to bother making an app because people can use the iPhone one expanded and it saves them a lot of work. They cover this with ******** about iPad not be (a) mobile.
Whether it's mobile or not (answer, it is, same as a laptop is) is frankly immaterial. Facebook would work superbly well with an iPad app. THey could do amazing things with it. Twitter has one. Why not Facebook?
It's either because
a) Zuckerberg is a stubborn child when it comes to facilitating Apple and their customers, or
b) they're lazy and can't be bothered to spend the time on it, or
c) they genuinely don't think it's going to take off enough to warrant the effort, or
d) they genuinely think the browser version works well enough,
e) or they're working on something and didn't want to tip their hat.
I have to say, I think it's a mixture of a) and d) because their development of the iPhone app wasn't exactly expeditious. And I think they're wrong.
