I have a doubt, I do not want to invest in 29w charger and cable, but will the same USB to lightning cable work with a 9V 2A charger?to get it to 18 w I can buy one charger if it will work?

I think there’ll be a new 18w charger and they’ll use the existing USB-C to lightning cable, there’s no real need to reinvent it.

However the new charger may be included in the 2018 iPhone or iPad pros so if you’re buying a new device, don’t buy anything until the announcement.

The USB-A to lightning cable that comes with stuff today is limited to 5V so it’s not going to support faster than 12w.
