How do you know that? iStocknow only lists phones as unlocked for those phones outside of the US.
Click on the the green locator and it shows the models available. Hover over the 128/256GB JB 'checkmark' and down in the lower left of the browser it shows the address of the link. Again, I could be wrong but every one I see available overseas says it's TMobile.
There are no TMobile phone in France. Just one version of the iPhone that works with every carrier (in all Europe as far as I can tell)
I would guess that the tmobile you can see in the url is just because in the US, the first row is for t-mobile. Outside of the US, there is just one row and they used the first one, so they didn't have to code a specific table for US and non US Stores.

Now all that remains is are we going to flood Tim Cook's email inbox with tart missives asking where the blazes our phones are. If they have JB 7+'s to sell in Japan and Italy, then they have JB 7+'s to send to me. It's been almost 33 flipping days since I ordered. I'm starting to lose patience.

And it's all 128GB that I'm seeing in Madrid/Sendai which is supposed to be the hardest to get. Sheesh this is just frustrating anymore. I can only look forward to feeling guilty when we all go to PFS in the dead of night after all this whining.
Also it feels like there is not a lot of action in the threads anymore for JB Pluses. Except for a lucky few that squeezed some orders out of Best Buy most threads go dark after 5pm or so.

Yup. I'm a Sept 22 order for a 128 JB Verizon, and the same Nov 18 date. US order.
DON'T CANCEL! Plz be patient for another full week.
I got my "shipped" email last night around 1am. Great surprise after coming home from work.. I ordered an unlocked iPhone 7 Plus Jet Black 256gb about twenty minutes after preorders went live. My original ship date was November 11th 2017. Now it's due next Tuesday. The jb seems like it was worth the wait while I'm using a $50 Amazon Blu phone.
2 more Apple Store had it available and I was able to reserve one. Will pick it up in an hour.
So all in all, it was quicker to wait for it to be available in store instead of pre-ordering one. And that is for the 7+. iPhone 7 in Jet Black are widely available all around the world since a fe days already.

It is stupid LOL. I was told though that to get around it just make a plan with verizon/att/etc real fast, and after you get the phone since it's already unlocked just cancel your service with said carrier and keep the phone, i don't see why it wouldn't work but can't guarantee desired results . I want to get the 128gb as well but no tmobile store has ANY plus models available until near end of october to november :d. waiting game it is.

Hahaha you made my day! I didn't think anyone would notice. It seems like people who preordered are finally getting their orders filled and shipped. Believe me when I tell you I was ready to wait until November 11th for the jet black. It's the most aesthetically pleasing and cohesive device I have had the pleasure of using at the Apple Store.
Bonus: It doesn't explode.
Yeah we're not exactly in the minority. Probably more AT&T customers than any other so much more demand.
