Seems like they are saying later this month if the translation is correct.
 
With all the insider information available, there is not one mention of it being in production. I don’t believe we will see a new mini this year.
On the one hand I can see where you are coming from.
However, important to remember that for lower volume products like iPads and Mac, it is much less likely for rumors about their production to leak out because they are much lower volume products, and also much less interesting products for the majority than, for example, new iPhones or AirPods.
Also, for simple spec bumps, it’s very likely that less people in the supply chain are interested in reporting the new additions, as there really aren’t that many.

On the mini 6 - lack of 120Hz screen and choppy scrolling is much, much more distracting to the eye than jelly scrolling.
 
And the rumor before this said the iPad mini will get an OLED screen - which don’t jelly scroll at all.
So ..... they’re all just rumors

The iPad mini screen is really bad, but not because of ProMotion. It’s mainly:

- Controller not placed in portrait, which is most probably much more used than landscape. Seems like this will be fixed.
- Off colors and brightness.
- On top of that, but quite important: UI scaling is a mess. Sometimes it reminds me to some of those clunky 7 inch Android tablets.

In general, Apple displays are awesome, but this one is really disappointing. The iPhone 15 doesn’t have ProMotion and it’s one of the best displays out there. The iPad mini… cheap one.
 
They're making plenty of margin to Pro-motion happen, especially with what they're charging for their storage tiers. They just don't want to go down a single dime.

I have 2 iPads and really want to get a mini, IF only Apple would put a MODERN display in them!. I don’t care for gazillion pixels camera in my iPads. Just put a 90hz display and make it light (unlike the pro…) and I will buy it yesterday!

Because people like to complain about everything. And making a pointless change like the rumor claims (shifting the effect from portrait to landscape orientation) will allow Apple to look better to those people.

Yeah it is frustrating that they're still clinging to "ProMotion is for Pros only!". I don't expect we'll see 120Hz on any non-Pro device until the Pro iPads start switching to OLED and maybe not even then. They'll milk 60Hz for as long as they possibly can.

If jelly scrolling is just a made-up issue that no one notices, why would they even bother responding to it? Seems to be that Apple does acknowledge it, as they've acknowledged other issues.

I own an M1 12.9 and bought the Mini 6 within days of launch, and returned it days after.

I may just buy an older 11” Pro until the Mini has pro-motion and quad speakers.

Most of the people complaining about it never owned a Mini and have no intent to buy one. At least 50% of the complaining online is from trolls.
 
I think my eyes are bad or I got used to it because I didn't even notice on the 6. I'll probably upgrade to a Pro 11 or 12.9 once that refreshes though, the fingerprint reader is really annoying to use. I rather use FaceID for everything.
