Mac mini M2 Pro. Been fighting RDP issues for a week (figured it was the RDP software/settings, but worked fine with the M1 Mac mini. Was having a 40% packet loss with the M2. Turned off the AVB/EAV and seems to have went away.So, folks -- I'm fairly sure this is a software issue.
If you go to settings->network-><ethernet interface>->details->hardware and then change "Configure" to "manual", THEN change *ANY* setting (I turned off ABV/EAP mode), save/exit and then go in and change it back; the packet loss seems to stop. (I also tried changing duplex to 'flow control' and back again, just incase it helps anyone)
I'm guessing the auto configuration has gotten something wrong and persisted it somehow. Try it out!

To get "real" network security you are going to either set up something like PFSense (and maybe pay for a snort license) or buy an actual SOHO/SMB grade device with a subscription to services like Intrusion Prevention, Antivirus protection, malware protection, C&C Botnet protection, etc.
Commercial grade devices have access to threat feeds that are better than snort, they have additional capabilities like full SSL inspection and a whole host of features that most home users would never need or care about. This problem is more like I’m downloading a 10mb file in 5kb speeds on EthernetI'm getting horrific network results on both wifi and ethernet on my M2 Pro Mac Mini. I've tried the Network settings workaround posted by @cyberpunk_ber above, and I'm still getting 2.2-4.3% packet loss on ethernet.
Compared to my 2016 MacBook Pro with 0.6% loss on wifi.

My 16GB M2 Pro had the ethernet issue with the factory Ventura 13.0. The issue actually kept me from downloading the 13.2 update until I performed @cyberpunk_ber 's manual fix.Downloads speed wasn't much of note (I wasn't watching closely, though speed tests said it was fast), but downloads were constantly dying for me, e.g. "unexpected EOF" or they'd just stop without warning.
I left it on manual, which is literally between 10-20x better, but still 4.6% loss is a lot. So I put it back to automatic and I was getting 0.6-0.9% packet loss for the better part of a day. Awesome, problem solved...until the next time I powered down and back up again. I was back to having 73.8% packet loss. Was able to reproduce that again with another power cycle. Unfortunately, that workaround isn't holding up on Automatic as well now as it did last time. It has to be on manual, and even then, still get some bad loss, just not in the double-digits.
I had a call with Apple senior support and sent them a packet trace and sys diagnose. They will follow-up in a few days. Hopefully we'll see if they can provide a more permanent fix.
Questions for all:
1) did this happen before updating to Ventura 13.2 or only after? I only noticed it after, and presumably the issue would have been so bad that downloading the update would have been impossible. Though, updating to 13.2 was the first thing I did, so it's hard to say if it was fine before the upgrade.
2) Does powering down for a few seconds and back up again make the issue come back for you too?
