No, it would be exact opposite of what you claim. A full screen would be same 16:10 screen ratio as before, but the permanent menu bar would be in the extra vertical 74 pixels above that, and that is where the notch would be located.

The problem with that theory though, as I've mentioned before and as @virulent says above, is that 74 pixels is about 7.3 mm, which is too tall for a traditional macOS menu bar.
Presumably with ultra minimal bezels there would also be rounded display corners (at least at the top) so this taller bar would allow those to not clip into any application, which could be on a perfectly rectangular section of screen below. That could explain making this bar taller than the current menu bar.

With iPhone 14 allegedly going notch-less, it’s a safe bet Apple now has a surplus of notches to use up so don’t be surprised if they start showing up on other products as well—MacBooks, AirPods, Apple Pencils… Want to spiff up a stale design? #PutANotchOnIt!

Good point, but that rounded corner idea doesn't explain why the horizontal resolution isn't also increased. Or I guess it could if you are saying there is a rim of safe area around the entirety of the screen, but that'd look even more odd.

Doubtful, but if true, the menu bar is becoming black like in fullscreen mode.

And a notch without Face ID ? Hmmm... Even more doubtful.

Shhhh, don't tell people why a completely black menu bar would be a very bad idea. Let a media/design student in the first semester do that. ;)
I have said numerous times in this thread that I don't believe this leak and I don't think a notch is coming. I am playing devil's advocate.

But of course, the pretentious replies come quick anyway.

Yes, currently in the Monterey preview and all of the Monterey betas.
Well, you can’t currently run Monterey on a computer with a notch, now can you?
Wouldn’t be surprised to see the menu bar completely black with no background to the sides of the notch, and then your wallpaper be underneath the notch in the regular 16/10 area

I mean honestly that display looks pretty great to me, no wasted space, minimal incursion for the camera (and on future iterations I guess TouchID array) you get a perfectly rectangular 16:10 area as now and more space above it for a menu bar and to disguise the rounded corners and notch.
Not a fan, Don't need a better camera, how many people spend 12 hours on their Mac using the the webcam. that notch is going to stand out big times on macOS, you'll be seeing it every time you access the menu bar and safari address bar.

I think just the top corners might be rounded like on the image LFC2020 posted above, so you'd be able to have a perfect rectangular 16:10 area at the bottom of the screen, with the 74 pixel tall area above that affected by the rounded corners and notch, so basically like having your current display, but adding two chunks of extra screen above it.

Here is what it looks like when not displaying only the wallpaper.

Menu bar is always black on monterey when in fullscreen, they could also make it always black when out of fullscreen for these new models.

I mean personally if they wanted to rip the FaceTime camera out altogether and sell it as an accessory like they used to I'd be down with that, I rarely use it on my Mac... unfortunately a lot of people, particularly recently, probably wouldn't agree though! 😂
