This seems to be due to an interrupted or corrupted download. This can usually be resolved by clearing your Mac App Store cache.

  1. Quit the Mac App Store
  2. Go to Terminal and type following: open $TMPDIR../C/com.apple.appstore/
  3. Move the files inside the folder to the Desktop or any temporary location (if you are confident, you can move them to Trash straight away.)

My download paused at just under 8 GB for several minutes, but held on to the connection and has now resumed downloading at a good rate . . .

Mine downloaded all the way for the second time, and gave me a different error saying some "%&$" package was invalid and now it's starting all over again.
 
Try this...
sudo softwareupdate --clear-catalog

If that doesn't work and you have a VPN, try changing it to France or Belgium and try to download.

Tried once more. Got stuck at 2.89GB for a few minutes, then it started moving. Now stuck at 6.14GB for the last ten minutes.
What’s with this intermittent garbage?

This reminds me of the old days. 12.18 GB of 12.18 GB downloaded but the progress bar isn't full...
98% sure that it is checksumming the download but it's been sitting there a while...

It's continuing to fail with the built-in mechanism, but Software Updates in Catalina have always been problematic. This isn't the first time I've been part way through downloading, the internet went down, then went to try again and Catalina got all dumb.

Regardless, downloading it from the direct link. 17mins to go, about 10MB/s
