The M7 chip does things previous A chips couldn't do and required the accelerometer for. More chips = more energy required. But nice try.
Not necessarily. A CPU running at 80% is less efficient than having it running at 40% alongside a weaker dedicated processor better at handing certain specific tasks. Depending on how its all set up, those two chips working together could be consuming less power overall than if the CPU were doing everything itself.
It's like how handing off video processing to the GPU is much more efficient than if the CPU were doing it all alone. You'd think having two powerful, power hungry chips working together would drain the battery that much faster, but nope. Since the GPU is better suited at handing video than the CPU, it doesn't have to work as hard to render them, and therefore doesn't require nearly as much power. The end result nets you smoother playback and saves you a good bit of battery life.
