Racial v. cultural, don't confuse the two.
This kind of topic has a potential to spin out of control if anyone suggests that it's "just the way things are over there" because of the PC joining of race and culture (they are NOT the same thing, or all "white" countries would be alike, as would all Black African countries, etc.). Because it's not PC to call a spade a spade, it makes it hard to discuss why this might be happening the way it's happening.
But what is a truth, is that the current culture in China and Korea is that lying, stealing and cheating to achieve is okay. It's not frowned upon. It's often done in concert with the government (Olympic cheating a prime example).
That is not to say that every corporation in the USA is clean nor every athlete, but simply that right now, lying cheating and stealing is publicly frowned upon, so if "caught" companies are shamed and must stop their tactics.
In Germany, it's even more entrenched in their culture and laws. Where in the USA, laws are lax when it comes to misrepresentation, in Germany they are more strict and enforceable. I believe they are stricter in Canada too, but if you watch anything involving Mike Holmes, you might think differently.
So it is not surprising that phones made in China and Korea are "copies" rather than innovations, and that they rig tests when they can. That's just the way to win, culturally, and it seems to be working for them.
What's interesting though is that, at least in China, when lying, cheating and stealing leads to death of innocents, then there is a sense of honor not shared in the west, one of self punishment, because it is only when another is harmed that they truly feel as if they have done anything wrong. In the USA, those who would act dishonestly are also the type who would do everything they can not to accept responsibility when the crap hits the fan.

Just a personal example...
I am into the printing industry... We print a lot of packaging materials for various industries... Once a client approached me for packaging needs for a new product they had developed... And we're exhibiting it in a 15 day exhibition of some sort... They wanted a huge amount of cartons to be delivered within the first three days of the exhibition... Which wasn't possible given my production constraints... I told them I would deliver certain amounts throughout the exhibition duration and that they definitely won't be making all the sales in the first five days... What my client told me so many years ago is what I've seen happening throughout with companies like Hyundai and Samsung... He said "We have just five days to sell our product as unique... Because on the first day there'll be a lot of Korean manufacturers taking samples and on the third day they'll be selling our exact product at half the price... Which we can't afford given our r & d costs... So we have just five days to make our profits..."
I don't mean to generalize... But that's straight from someone whose experienced it first hand...
It's one of the reasons Apple hasn't been strong in China even though their products are made there. What Apple does is try to keep the knock-offs in China, and use the laws of other countries to keep them out of those countries. Same goes for Samsung, but Apple has failed there.
