Because Apple's entire philosophy is to sell you an obsolete and crippled product. That's how they get you to upgrade in a year and buy another one that has a feature that should have been part of the original product.

Public beta of iOS9 shows some significant slowness over iOS8.4 on the v5 iPod Touch, and maybe some of that is beta related

I agree. I WAS going to buy it (just because I love gadgets), but I decided to hold off. It still only gets "40 hours Music Playback" like the last generation. The watered down A8 is good, but since my iPod Touch 5th generation is on 6.1, it'd be "as fast" as an iPod Touch 6th Generation on iOS 8.4 with the same music playback time.
I wouldn't mind receiving this iPod Touch as a gift though...

I expect to keep the margins where they want them and the price point stable. Don't forget the 3rd gen was actually just a repackaged 2nd gen iPod Touch unless you went with the higher capacity model, then you actually got a better processor as well. I'm sure it was again a margins issue.

Except the chances of a new iPod touch next year are nill. I noticed since iOS 8.4 that some games I play on my ol' 5th iPod Touch have significant frame rate drops since before the update, which I knew meant that the 6th generation of iPod Touch with faster CPU was around the corner, because Apple loves to cripple software performance on old devices to drive a hardware upgrade path.
