The law also includes wording that devices need to be offered without a bundled charger to help reduce the number of unnecessary extra chargers sold. So, Apple is just setting itself up for the new law that will be in place while these machines are still being sold.the law requires chargers to be interoperable, using... ummmmm... USB-C, so it's exactly the charger that Apple decided not to ship. This is not because of EU laws, it's a Apple's Wallet law

I compared the price of the M5 MacBook Pro to the price of the M4 MacBook Pro (at launch) for Italy, France, and Germany, as well as for Switzerland: in these three EU member states, the price decreased by €100, while in Switzerland it dropped by 50 Swiss francs.
Unbundling the sale of charging devices from the sale of radio equipment would provide sustainable, available, attractive and convenient choices for consumers and other end-users. Drawing on the experience of the application of the requirements, the emerging market trends and technological developments, the Commission should consider an extension of the requirement related to the supply of charging devices together with the radio equipment to cables and/or the introduction of mandatory unbundling in order to ensure that the objectives of ensuring consumer convenience and reducing environmental waste are pursued in the most effective manner.

Although both currencies have strengthened against the dollar since the beginning of the year, Apple could also have maintained the same price compared to the MacBook Pro M4.
I personally would have preferred the option to buy the MacBook without an included charger and an even steeper price drop to account for the > 10% increase in EUR/USD since January… but I’m aware that this would’ve been too much too expect since it’s still Apple we are talking about.

Or you can order the charger separately. Let’s keep it 100 percent.And you can only order a charger if you customise another part of the configuration such as extra storage or RAM. 😀 So £259 minimum extra on UK pricing.

EU regulations say that companies can include a charger. As long as the device has the option of charging via USB-C, then, as far as regulators are concerned, not having a charger isn’t a valid consumer complaint.Fine, don't ship a charger due to "environment" but deduct $60 from the cost of the product then!

ExactlyIt IS because of the EU. Apple isn't going to have a special stock of laptops with chargers just for people in the UK and Switzerland. Settings on your phone are one thing. Global logistics of physical goods are another.
If a regulation applies to a large portion of the market, manufacturers will often apply that to everyone in the region. In the US, we often see this with regulations that exist only in California. Even though California only accounts for 10%-ish of the US population, car manufacturers will design to meet the most stringent standards rather than creating separate versions for each state.
