I don't think the "indexing" part is related to Siri waiting list being over, I see many users who got the new Siri, but the phone is still Indexing.
I doubt it's an issue. Previously Indexing happened in the background, now they're just showing a message.Indexgate

Its not required to have a paid dev account. the public beta in July will also be with SiriAI and nobody is paying anything.
