But from what I understand, a paid dev account is needed for the new Siri features for now.

I doubt it, because the selection is on Apple's side, not on your device side.

I assumed English (US) would get it sooner, but almost 40 hours later, still nothing.

If this takes too long, people may start selling Apple IDs that have the new Siri enabled 😀

made it out of Waitlist after roughly 36h on my 16 pro max, language and region US EN, but Appstore non -EU (CH or US both work)
