There is an option in the settings to enable the Hotspot feature by contacting your provider. It's not the same option to enable tethering that the previous firmwares had.
Now for $2, we will be able to have a WiFi hotspot for up to 12 users with WPA2. I assume this also means it will be infrastructure instead of ad-hoc. Byebye MyWi (at least for most people!)

iOS 4.3 GM Jailbroken Already Using PwnageToolFair enough about games on cell phone wifi. Where can I find the tethered 4.3 jailbreak? I've had no major problems with tethered JB except for one app. But, I don't have to use that app anymore.

It allows you to use Personal Hotspot (Apple's native tethering) without having to pay a carrier for tethering (if your carrier charges for it). Personal Hotspot allows the iPhone to be a wifi hotspot (router), BT or USB tether. at&t is saying you can tether 3 devices at a time on wifi but there is some speculation as to whether USB and BT count as one each because Apple was saying 5 at a time.
Yes. Wifi tethering on the iPhone is in infrastructure mode which means ANY wifi enabled device can connect to it. It shows up like any other wifi router.
