And yet people are saying Trump must be lying when he says he was wiretapped.

If Trump had merely said that "he was wiretapped" nobody would give a hoot.
What Trump said is that President Barak Obama has ordered the wiretapping of Trump Tower.
This is a very specific accusation, and a very odd one as by now, as prsident, he should know that he cannot order wiretapping of US citizens. (Which is not the same thing as saying that citizens are not getting spied upon by governmental organisations)

To be fair, there's nothing here that says they deployed these techniques on US citizens. CIA's mission is foreign intelligence not domestic. That said I'm not naive, I just wouldn't make the jump from this article to that statement.

Nothing gets out the door without their approval. They also need to do extensive background checks on anyone who joins the department, to ensure against infiltration.

Most of the "Russia" articles appear to be pro-Russia against Western sources. For example the McCain leak caused fringe media to accuse him of taking campaign contributions from Russia. Interesting that Wikileaks Tweeted about that one recently, even though the leak was from 2008. Couldn't possibly have anything to do with the fact McCain is attacking Trump ...

Wikileaks is a Russian influence operation. An HOUR after Trump's Access Hollywood tape came out, they started dumping Podesta's emails, which they held in reserve to serve as a distraction when they needed them.

You've got it backwards. He was lying about being wiretapped by Obama for political purposes, who doesn't have the power to direct law enforcement surveillance of citizens. (No President does.) If there was surveillance of someone on Trump's organization (Flynn, Manafort) it would be because the Justice Dept. and FBI directed it through a FISA court. Trump's lying about it to muddy the water about his many Russian connections. (And more we likely don't know about because he refuses to release his taxes.)
