Technology is always there. Apple is a tech aggregator, like Walmart selling potato chips. If some potato chips sell well in Walmart, Costco will soon follow.
In most cases, Engineers only need an idea. Most competent Engineers will know how to realize that idea or vision. In case of AirPods, there is not much to it. In case of manufacturing cutting edge node chips, that's difficult. That's why even Apple, Intel, Huawei, can't do it by themselves, as they can only design the best chips in the world, but not manufacturing them. They all depend on ASML and TSMC for that. Those are the type of technology you need to "steal" or you need to invest in basic research for about 5-10 years to catch up, for both the US and China.
Most Engineers that works on the most cutting edge technologies are actually in China, Shenzhen, to be exact. They just don't have the brand power Apple has to break into the US market at a dominating scale. (That, and among other reasons)
