Nobody should depend on Apple to release something at a given time unless it's announced. This is Apple and they are famous about the secrecy of their product launch dates. You can be sure they will release something eventually but not necessarily next week. And they have always been like this, so not like that's something new.

It's not about secrecy, it's about keeping their computers up to date. It is something new, they were much better about it in the past (with some notable exceptions--Mac Pro and Mini.)

It is totally different in mavericks.

I won't bore you with the tortuous details of the change starting with DP1 (involving manipulating invisible files and other such shenanigans) . But one consequence of that was that apple then made a new createinstallmedia executable file made for precisely this purpose in DP4 without such shenanigans.

The method for the GM is very similar to DP4, but with slightly different file names:

After formatting an 8GB USB as Mac OS Extended (Journaled) and naming it Untitled, run this in terminal:

sudo /Applications/Install\ OS\ X\ Mavericks.app/Contents/Resources/createinstallmedia --volume /Volumes/Untitled --applicationpath /Applications/Install\ OS\ X\ Mavericks.app --nointeraction

Be patient. It takes quite a while to complete.

But once it does, you can boot up from it by holding the option key down whist booting.

Appleseed is an invitation only beta program. It is plain old beta testing. I am lucky to be a member of Appleseed and downloaded the GM seed of Mavericks. Runs pretty smooth (for now).

I still pay for it to support Apple. I'm from the 1984 old school that battled with the Windows Overlords at Corporate for many years, right through the dark ages of Apple, till there was only 2 or 3 of us hanging on to our Macs. I have no problems paying 120, 20 bucks for the work Apple does. Yes they are loaded with Billions, probably don't need my money. :p But good work deserves monetary compensation.
 
Probably the least excited as I've ever been for an OS X update. Very little user facing features...mostly just about power management for MacBooks. Meh.

Plus, after staring at iOS 7's design, the heavy shadowing and ornamentation in OS X will make it appear dated on day 1.

Wonder what they'll do with OS XI :)

Will I still need to purchase OS X Mavericks after it's released or is the GM seed i'm downloading from my dev account be the same as the public release

If there are no showstopper bugs, the GM will be the same as the general release.
Subsequent updates will appear in App Store.

There are a lot of people who think quite the opposite way (including me). It's really nice to see that Apple pays attention to what's going on under-the-hood. They will definitely update the design of OS X (or whatever it'll be called) to iOS 7 standards (and to tell the truth, I'm also eager to see that, even though I still like the classic OS X design), but first they'll make a rock solid system (Mavericks). I think Mavericks is going to be the best release of the "old OSX" era. So if the first version of the "iOS7-ified OSX" won't work perfectly, people can still stay on Mavericks until all the glitches are resolved.
 
Do I have to download this from the portal? because it's not showing up in my AppStore Updates

Read the thread (and the email you got from Apple). It's not an update in the app store, it's a fresh download that requires a new redemption code that you can get from the portal.

You must be kidding, right?
Mavericks is the best OS release of the last five years. It brings lots of improvements and new features for power users.
If you have a retina Mac and use Mavericks, you never want to go back into using Mountain Lion..
 
iBooks

iBooks vanished in GM. Perhaps it will re-surface in the App Store after the public release.
