Same thing happening with me. Didn't happen with the other updates. People yell at me for not answering... I thought it was because I only had 3 bars on my phone, but it's not. This needs to be fixed ASAP. I know I probably missed several phone calls.
 
I was noticing that I wasn't receiving any calls on my Verizon iPhone 5 whenever the screens as locked. Everything worked fine when I was doing something on the phone.

What fixed it for me was go in to Settings> Do Not Disturb > Change Allow Calls From to Everyone. Even though I have Do Not Disturb turned off, for some reason this fixed it.

Oh snap, that's actually a great idea. Makes sense becuase some calls can through and double calls ( under 3 mins?) did too. I bet this works.

Unfortunately it seems that it doesn't. Give it a try and see, and let us know.

Didn't work for me. Even when my phone was unlocked I didn't receive some calls and changing DND didn't help. It seems to happen more often when the phone is idle for a little while but I've had it happen when playing music on Spotify as well

It should definitely be fixed by the time they release iOS 7 to the public.
 
How do you know its not receiving the calls if you actually don't get them? :)
There are very straightforward and simple answers to that: you get a voicemail suddenly but have no missed calls (and it happens repeatedly over time here and there); you talk to someone who says they called you at this time or that time and you didn't get any calls or missed calls at those times (and this happens here and there with different people); you look at your incoming calls listed on your account from your carrier and see calls coming in at various times that you know you didn't get on the phone.

Oh yeah, and you decide to call your cell here and there to check it out (since you noticed something from what's mentioned above) and at lest at times, if not more often, your phone doesn't ring or show a missed call when you do it.

...It took a long time but I devised this complex experiment where I called with a different phone and watched to see if it went through;)

I had turned off my wifi (as that was a suggested fix, of course it didn't work) and had someone try to call me. I watched the phone and noticed that the 3G data symbol would disappear. The phones are getting the calls, it's just not allowing you to answer them (in some cases).

This seems to have worked for me as of right now. I have a Verizon 5 and the LTE/3G symbol on the top left just disappears anytime someone tries to call me, and the call doesn't get through. But like everyone's saying, the voicemail notifications, etc are working fine. I just changed my Do Not Disturb settings to allow calls from Everyone and asked a friend to call me.. Call came through.. Who knows, but this may be a temporary fix. Oh Beta...

I have done this and absolutely no calls come through. So it's either a temp fix or just didn't work at all for me.

Yeah, sometimes I do nothing and calls come through just fine (and sometimes for a while too), and then sometimes they won't. Unfortunately doesn't seem like there's any particular real fix or pattern to it so far.

Agreed. And it doesn't seem to be carrier specific, which means hopefully Apple has taken notice and will include a fix-all in beta 4.
 
I just went to pick my phone up ad it was off. And wouldn't come back on ? I had to hold down both buttons to get it power up. And come to find out, I missed a call and had a voice message ?
 
Found a fix. Block and unblock the person you want to get calls from. Clunky and time consuming, but I unblocked my favorites. Should get me through to beta 4.

Assuming it's not something that's more or less temporary like pretty much all of the other fixes have been so far.
 
iOS 6 is going back onto my phone now. Hopefully beta 4 brings the call stability back. It'll be good to use some of my apps that didnt work good/at all with iOS 7 but I admit that I'm missing it already just looking at my old setup. Somehow the phone screen just looks smaller. Weird huh?
 
Same. Reverted to iOS 6 for now. I miss 7 already, but nice to have a reliable daily driver back. Well see how beta 4 fares.
 
Verizon iPhone 5 here, same issue. I've found that disabling Wifi altogether was the only way to make the phone reliably receive calls.
