On the one hand, disgusting.
On the other, let consumers choose what's best - if a company sells the data, consumers will leave and force them to change or close.
ISP's are common carriers. That means they are a government-backed monopoly, and therefore, they are regulated as monopolies.
The consumer has no choice about ISPs. They can either have internet connections or not.
BTW the reason ISPs are common carriers is because, when telephones were invented 150 years ago, you'd have a hundred different telephone companies with hundreds of wires hanging above your neighborhood for each phone company. This was a safety problem.
So, government stepped in and said "OK, only ONE of you guys can connect to each house.. We allow you to officially have that monopoly on the connection, but you have to share with every phone company that wants to connect to that house and follow these rules" And so common carrier was born.
And now, one of those rules that these monopolies gets, is the ability to see your private browsing data.
