Recently Deleted keeps coming back and Photos app shows incorrect size

I keep emptying the Recently Deleted and there are no photos in the recently deleted but it keeps telling me I have 105 to free up which isn't true.

Also my photos is not taking 127 gbs. Any ideas why these are wrong?

Just saw this, but that's what I was going to suggest. Has the issue returned, or is all well?
