But what does this all mean

Well Austin, I think it just means that we've got a vote each. I voted for CanadaRAM earlier as a test and so he knows he's loved (because how can you not love that adorable little sheepie thing. :p

Yeh. I don't see them. Yet i noticed also that the top people 4th place and under just have names with *(^%$#@ things in front of them.
That's 'cause (for the brief, shining moment that the scales were there) there were only 1 vote each for 3 people, and within the same Rep score, the ranking is alphabetic*. So from #4 on down, everyone had zero, and you got the punctuation-happy usernames first in the alpha sequence.

* I was feeling soooo special for a couple of minutes, until I figured out it was a sample size of one, and only first because C comes before D and M.... Humbled me again pretty quick, that did. But I am consoled by the fact that grown women swoon over my Cafe Lattes.;)

I imagine it is some secret moderator thing.

I use something similar that is only visible to moderators or administrators for "problematic" or "Totally awesome" users that the group can keep an eye on. With the selected icon, I can spot posts by "flagged" users to help gain or take away credibility, I also have specific icons show up for posters tend to post in more helpful forums, as opposed to "off topic". And lastly, if they end up posting many times per day (currently set at 25 posts), they will also get a special icon that looks like a SPAM brick :) .

It adds to the fun of being a moderator and administrator on that site :) . They also come in handy, but it took allot of coding in PHP (something I am quite bad at) :( .

And no, this isn't on my site, as our forums are quite dead. It is for a car site that I wish to remain anonymous as being a moderator / admin for :) .

That's really cool. I wonder if we're being flagged too...

Could we have a five-star rating system of the members, if it's easy to implement? Maybe peer reviews like that of Amazon.com, as well. Could save new members the hassle of replying to sarcastic idiots, like myself. :p
