So, apparently most people commenting must think this is Apple's first rodeo. It isn't.

Has Apple been working toward ASi and the accompanying product transition (sw and hw) for years? Answer: YES
Has Apple ever transitioned its products from one CPU architecture to another? Answer: YES
Was that transition (PowerPC -> Intel) successful? Answer: YES
Has Apple every used an instruction set translator (Rosetta I) to accomplish a processor transition? Answer: YES
Has Apple done a huge patent deal with Intel recently to purchase their entire cellular business/patents? Answer: YES
Would Apple proceed with this transition without all patent licensing necessary to *ensure* its success? Answer: NO
Is Apple the largest tech company on the planet with an enormous amount of cash? Answer: YES

Be real. @cmaier has already given the most likely reason for Rosetta being restricted in some regions.

It's Timmy's 1st Rodeo on this type of transition. That is scary enough for me.

The comments are eye-rolling with the tin foil hat conspiracy speculations but in the real-world, theres no evidence that any beta testers have been effected by this much less the nature of the statement in the code or who might be effected. Might be a placeholder for a distant future.

This is almost certainly due to export control.

Russia was just added to the export control list across a whole range of areas, so Apple has likely decided that Rosetta 2 technology violates these controls.

They’ve probably applied any geographic detection and ban to other designated regions too, even if they don’t presently sell Macs there.
I don't understand this. Why would any kind of export controls affect Rosetta?

There's a pile I use that aren't M1. A couple may never be. That's not Apple's fault of course. Handbrake, Adobe, Lightwave3D, Transmit, Unarchiver.
Handbrake already has an Apple Silicon port. It works great. I just used it yesterday.

Adobe has committed to supporting the M1 and has multiple applications from their Creative Suite already on Apple Silicon in beta.

The Unarchiver? Really, this is something that is important to you. Wow, Ok.

Lol didn't realize that made it ok to hit them with false advertising and then offer no support whatsoever. But let's agree to disagree here on our varying opinion of human worth regardless of coordinates on a map. You do you!
What should Apple do? Tell the US Government to go jump?

If your government violates international norms, you face consequences. That’s reality. And losing Rosetta support is the least of it.

Rosetta 1 was around from OSX Tiger (2005) to OSX Lion (2010). I'm sure they understand it's importance to a smooth transition.

Rosetta is a necessity for ensuring a smooth transition and to allow users the freedom to use apps as needed. (Especially power users that work in tech, arts, academics, etc)

Maybe this has to do with a maintenance issue; they don’t want to support this forever? Honestly, I’d pay an extra $3 a month for the privilege of continued Rosetta support!

You hear that Apple? Another subscription to make stubborn customers using Rosetta only apps (which will continue for at least 3 years, I imagine, if not forever) to have continued support, for payment. Power users, educators, and enterprises would pay; regular users wouldn’t be bothered because they will only use M chip approved apps. Problem solved!
