The Facts:
The human eye can accommodate to a nearest distance of 7cm (~2.8 inches).
A good general "absolute closest distance" that accounts for comfort is about 12cm (~4.8 inches).
A good general "ideal user distance", assuming 20/20 vision is basically 25-40 cm (10-16"). We'll split the difference and say 13".

Let's take a look at the "Inferior" iPhone5 first.
Diagonal size: 4". Res is 1136x640. Physiological limit: 10.5".
"Superior" Galaxy S 4
Diagonal size: 5". Res is 1920x1080. Physiological limit: 7.8".
The Conclusion
So what does this mean? It means that, all other things equal, the user will NOT going to be able to perceive the difference between an iPhone5 and a Galaxy S 4.
Note: It's not, "might not". It's "will not".
Do us all a favor: take the beam out of your own eye before futzing with the plank in another's. And please, while you're at it, base your assertions in facts and not baseless accusations.
