Is this shutter speed a one time thing or do you have to change it for each photo and scenario?

I understand its a semi permanent settings, ie until you change it.

I think it does not impact the telephoto lens

Set it once & it stays until you turn it off. In lower light areas your ISO will increase to compensate for the fixed shutter speed so be mindful of lighting conditions so you can turn it off as needed. The setting is found in the camera assistant app. Screenshot attached
