Apple already knows iOS7 will be buggy out the gate, great. This just means to me that it's probably best to wait a month or so to upgrade to iOS7 (if you're not buying a 5C or 5S that is) so Apple has time to work out the kinks.
It kills me when non-software people start guessing about things.
iOS 7.0 had a release date targeted. If there is some feature that cannot be completed, it is left out of 7.0, but put into 7.0.1 or 7.0.2, depending on what the estimate for length of time it would take to complete that code.
Last minute bug fixes are also put into those releases as well.
When I'm working on a software project for version 7, for example, version 7.1 and version 8 are already being designed and coded. It's a fact of life for software developers.
