Then they need a small army of programmers, developers who write code. These people are good at that but the WORSE people to do tests and quality control. The coders/programers finished their work on ISO7 months ago and have been working on the next release for months.

If iOS 8 drops in July (like I see some people here are predicting) that would be interesting but I don't see that happening because if Apple drops their 8th installment that means a new phone would be coming too. A new flagship phone in less than a year doesn't seem likely...

iOS 7.0 had a release date targeted. If there is some feature that cannot be completed, it is left out of 7.0, but put into 7.0.1 or 7.0.2, depending on what the estimate for length of time it would take to complete that code.
Last minute bug fixes are also put into those releases as well.
When I'm working on a software project for version 7, for example, version 7.1 and version 8 are already being designed and coded. It's a fact of life for software developers.

I can tell you, it's pretty clean, and in my opinion, gorgeous. The transitions between screens, the app switcher, all of it. This is a huge departure from iOS 6, but a great leap for iOS. You'll enjoy it.

Disagree, I think it's more likely than not for a new flagship phone in less than a year. The stock is down over 10% that's 50 Billion dollars in market cap since the underwhelming news of 5C and 5S. Investors and public want a bigger battery and screen size and Apple will get report after report of losing market share from now until when they give the public what they want. Apple is first and foremost a company where investors want to make money. The pressure to play catch up will be intense and Apple will release it as soon as they have a great product but not before. In a lot of peoples minds that means around July.
Of course iOS 8 is being worked on. I'm sure they have plans for the next several versions. The internal road maps on these products surely stretch out at least 5 years ahead of time.

iOS7: flat, simple, minimalistic
iOS 7 is far from gaudy. Gaudy does not simply mean "it's ugly to me".
And previous versions of iOS look more "candy like" than iOS 7. Everything had a "shine" on it like a piece of hard candy.
