Yes it seems like Apple did something. It will probably be fixed with the final release.
This is weird. SMS Relay works perfectly on my iPad mini running iOS 8 GM, but it's not working at all on OS X Yosemite PB 2. Voice call still works for some reason.
I think Apple changed its web page to say, "Coming in October," in small gray text.

SMS and phone still working great.
I reckon they say its coming in October since you cant expect the general public to run beta software (and they mention "all devices" and dont differenciate).
That said, I wonder how the feature works if youre disconnected from the internet.. (say if SMS relay is truley local or goes through iCloud)
Devices have to be on the same Wifi is all that Apple has said, if I remember correctly. There has been no mention of having to be on the internet. I would think SMS would be handled by the carrier.
I am logged into iMessage with my Yahoo IM account as well, and just sent a text message to my iCloud account and the text showed up on the iPad Air and iPhone 5. So, the SMS relay is not completely turned off. Had a family member send me a text from Galaxy phone a few hours ago, and it only went to my iPhone.

Weird... I can still make phone calls on my iPad but SMS is no go.
Did you set these features up the day of iOS 8 GM release? If not, it was probably disabled altogether before you got to it.
