Been on the beta for weeks and never had this problem until today. Given other posts above, it appears that the problem is with the server (and the updated Apple Media agreement) not with iOS 16 per se.

UK here and I have the problem on iPhone, iPad and Mac.

Problem appears also on tvOS, the purchased apps tab shows the loading animation for a while and then displays a message that there are no purchased apps.

My iPhone 13 on iOS 16 and iPad Pro on iPadOS 15.7 both have the same problem, can’t update any apps.

Spain here, happening on every device, including an Apple TV 4K. Clearly a server side issue.
