Same here, and it happened before I upgraded, so it's not 16. Also the same thing is happening when trying to accept the terms on the Mac App Store.
 
Either it just started working or me going to App Store app --> Account on top right, then clicking my name, signing in with username/pw is what fixed it. I can do app updates now (got no prompt).
 
I was having this problem for several minutes on an iPad mini newly updated to 15.7, MacBook Pro 15 newly updated to 12.6, and iPad Pro 12.9 on 16.1. Mac just now succeeded at acknowledging the new terms, and all devices updating apps.

On another note, I really wish Apple would release another beta for 16.1 to eliminate a number of pesky Stage Manager bugs.
 
Yup. Downloaded iPadOS 15.7 and I can’t update any apps.

Edited to add: i just got it to work. Don’t know if it had any relevance to the situation, but I actually tabbed through all 15 pages ofd the document before hitting Agree this time.
 
Everyone…….On the terms and conditions click send email out your email address in and click send then click agree and it works!!
 
I rebooted my iPhone and it prompted me to log into my AppleID and then the apps updated. It didnt ask for the TOA though. Before that I kept getting the error.
 
I saw the error both under iOS 15.6.1 on my iPhone, iPadOS 15.7 on my iPad, and now again on my iPhone under iOS 16.0. Also shows up on macOS 12.6's App Store.
I'm still on 15.6.1 and updated my apps a few minutes ago just fine. I'm going to hold off on upgrading the OS for now, though.

Just tried iPad and I didn’t need to do anything it just started updating no terms and conditions.
 
Since iOS 16 came out, I have not been able to update any of my apps on iPhone and iPad.
