Yes, you should get a tap. If you test it by sending yourself a text, there will be a slight delay. What you should do is send yourself a text from your iPhone, lock your phone right away, and wait until you receive it on your watch. Don't unlock your iPhone or else you won't relieve the alert on your watch.
You won't get a tap if your watch is mirroring your iPhone settings and you have turned off sound for the alert on your iPhone. So if messages is set not to play an alert sound on iPhone, you won't get a tap on the Watch.

So, quick question, I can't seem to figure out why I can't get the taptic feedback to work. Isn't it supposed to tap you when you get ANY type of notifications? I just got my watch today, setup and everything, and was working fine. I'm trying to figure out the best way to go about testing the taptic feedback though after setup and all of that. I know there's a watch buddies forum, but is there anyway I can add someone from here and you can send me some taps to see if it'll activate the taptic by any chance? Just want to make sure it isn't a problem on my end.
BTW You can add yourself as a contact favorite in the Watch app if you want to practice sending taps or drawings to your watch.
