It's unfortunate how most people are in society nowadays. If I found an iPad I'd do what I could to find the owner and get it back to them. Sadly enough, I wouldn't even bring it to Customer Service because one of the Wal-Mart employees might swipe it for themselves. Even if I didn't already have one, it sucks to think someone paid an outrageous amount of money for one and is trying to get it back while you're having a good time with it.
 
I have the wifi only version and Find my iPhone works on it, and will show its location via a web browser.

I guess OP's thief was more concerned about selling it than using it, if it never popped up on Apple's tracking.

It has to be used on wifi to show up and if the thief didn't decide to use the Internet then it isn't able to be found. If it was synced with someone else's iTunes then it won't be able to be found either so I guess that isn't going to help. I hope it's found but it is looking less and less likely.
