I have spoken with the man that runs the fraud team for PayPal and he tells me that they are aware of the claims against this website and the guy who set it up. In fact they have closed down a number of other accounts registered to WEB&NET / Mr Shuja. Althgouh he couldn't tell me much more, for legal reasons, it is safe to assume that PayPal are putting a case together for law enforcement to follow up, that should hopefully result in prosecution.
In PayPal's favour they are bound by banking rules (they are a registered bank in Luxembourg) and have to report fraud to the police when they process what could be the proceeds of crime (something called a Suspicous Activity Rpeort or SAR). Paypal will follow up and will try to recover funds, but it will take time.
However, if you paid by credit card (including crediting your PayPal account with a credit card) you are protected by the Consumer Credit Act (1974). All you have to do is ring your bank with the transaction details to hand, and state that you ordered goods that have not been delivered within the terms of the sale contract (*check the invoice it says 6-8 days). They will send you some forms to sign to legally declare that what you are saying is true: sign it and send it back with a copy of the invoice and your statement. It may take up to 45 days to get a refund, but they will eventually recredit you. Always use your credit card for buying stuff over £100 on the internet - you are protected. Trust me - I work in this area, so know what to do!
The news is not so good if you used a debit card, bank transfer or existing paypal funds to pay for it. You will have to wait for PayPal to recover what funds they can.
