paypal told me they understood my frustration but were doing all they could to resolve it. I said they werent as theyd know about the new website if that was the case.
Has anyone used the form on the website to tell the new company we know who they are and that we want our money back?

No, and not sure it's such a good idea.
It might just make them shut down this site pretty quickly, before the police or PayPal get round to looking into it.
It won't help us much as we still don't actually know who they are exactly...
They'll just ignore us or shut down the site and scarper.

PayPal really do suck.
 
My message to Liverpool City Council Trading Standards

The following is a copy of the message I sent to my council's Trading Standards:
Sirs,

I placed an order with this firm (Company no. 06658556) on the 9th September 2008, and paid them
the sum of £86.93 for goods which I have not received.

Their website (www.techhouseuk.com) has been down since approximately September 30th 2008, and their
email addresses no longer work.

There are a number of concerns I have:
They used a third party (PayPal) to process card payments, meaning there are no bank details to pass on.
The PayPal payment was collected in the name of a firm called Web&Net Ltd (no. 06239322).
The emailed invoice I received listed an address for the business, but the Companies House record shows another
as the registered address, whilst Web & Net Ltd is registered to a third address.

Whilst discussing this case online with other victims of this site, we have been concerned to discover a site operated
apparently by Zaafs.Com Ltd, no. 06130913 (website www.zaafs.com) which is the same in appearance to techhouseuk.com,
has the same internet domain registration company, and also lists an address other to that registered on the site.
There is serious concern that this site may be being operated by those behind techhouseuk.

I appreciate that your response/actions on this issue might be limited by the geographic area in which these firms
appear to operate, but if nothing else, I have been the victim of what at best is a scam, and worse outright theft, and would appreciate any support you can provide.

In addition, on re-reading this thread, I've collated all the various addresses, companies and suspicions we have into the attached txt file, which will hopefully help any of us needing it all in one handy place.

New Guidance from Consumer Direct

Most goods purchased over the internet are covered by the Consumer Protection (Distance Selling) Regulations 2000. Under these Regulations, you have a cooling off period starting as soon as the contract is made, and normally ending 7 working days after the goods are delivered.



As the order hasn’t yet been delivered, you have the option of cancelling the contract. The attached example letter may be of use.



If you do not receive a refund, your final option may be to issue a court claim against the company.

and with the credit crunch this is not the easiest time to apply for a credit card :(
 
I have received an email from Liverpool City Council Trading Standards, and will be contacting them as requested on Monday.

So far, there's no indication how they might assist, and even if they do begin an investigation or pass details on to other parties, an automated email has already made it quite clear that they won't be able to tell me.. but if anything useful is said, I'll make a note here!

consumer direct wanted my address so that they could point the relevant trading standards dept in my direction, hope to hear more next week. At the end of the day we cannot let these people get away with this, I will be asking for advice on taking legal action

I too have fallen victim to these fraudsters. I ordered a dvd recorder which never arrived and have been told by Paypal that I am entitled to a refund, but they can't do anything about getting it. Am considering taking action in the small claims court. Has anyone else been at all successful with getting their money back?

Apart from my anger with this firm, likle many here my real ager has turned to paypal. I am surprised that they gave me the same replies many of you had got even though by then they obviously knew this was a fradulant company, so why keep me waiting for 10 days having sent an email to the seller knowing very well they will not get a reply.

I also was aksed to complete a survey for payal and let me anger out in that. My suggestion to paypal is that when a user is about to complete a transaction they should

1) Make it very clear at that stage if they have protection for that transaction and how much is protected. I had been under the impression that all paypal transactions were protected, if I had known this was not protected then I may have decided not to proceed.

2) How long the seller has been registed with them and how many successfull transactions had gone through their account.

3) Number of disputes loged agaist the seller (not sure if this would have been a help).

If it is of any interest I have contacted barclaycard and they have stoped my card linked with paypal and offered to refund me, I will confirm this at a later stage, if this is the case then well done barclaycard and shame on paypal.

Finaly I wonder if there is branch of the police force that deals with internet fraud, of so it might be good idea to highlight the new company zaafs.com for them to investigate along with all of our transactions.

I have sent the company an e-mail and have sent an e-mail to the host for it to be pulled down. This is just unacceptable.

Who ever paid by credit card (Visa) may have some chance. I'm having sum luck with a claim from Visa. Fingers crossed

Hey i got ripped off by techhouse about 2weeks back and have been reading this forum since. everything that everyone is saying think we should all be doing ie ringing paypal, trading standards etc.
Think otherthing we could do, which wont really do much but might make ya feel better is to go on to paypal and request money from the email address provided by WEB&Net LTD which is support@epctechuk.com. It states that the email address isnt registered to paypal but the email is sent to them anyways. So even if you dont get your money back via this you can annoy the reader of the email and even send an abusive comment here and there. Thanks. Steve

I have also been ripped off by techhouseuk.com. Reason I thought it was safe was because it used a secure server for payment and was through paypal, who I thought were supposed to protect your money if things go bad!

Obviously not because although I have put in a claim and won it, like others I have not got any money back because they couldn't recover any from the sellers account.

I think paypal must have closed WEB&NETS account down because zaaf.com used to say in the T's and C's that payment would go to WEB&NET Ltd, so the chances of me getting a refund from their account is pretty much nil now.

When I bought the item I did a quick serch for any reviews problems and came up with non, now however it seems a lot of forums such as this have reports of people being scammed.

What I really want to know is that surely if there are so many of us that have been ripped off there must be something we can do. I guess paypal won't be of much use but surely the uk police/goverment must have a department for this sort of thing?

Has anyone had any joy claiming money back from their credit card?

Having had the same response from Paypal (bloody useless), it looks like there may be some hope with my credit card (Halifax Mastercard). I have pasted a copy of the letter I had to send them to pursue a dispute/chargeback claim from Mastercard under Section 75 of the Consumer Credit Act. Anyone who paid by credit card should be able to do this. Please feel free to copy, paste and print, not forgetting to fill in the relevant bits where I have put X's!! Hope it is helpful.

Further to my telephone conversation yesterday with a member of your customer service team, I am writing to advise you that I wish to pursue a chargeback/claim under Section 75 of the Consumer Credit Act for a transaction made to WEB&NET Ltd on XXX in the amount of £XXX for non-receipt of goods. As you will see, on XXX I paid £XXX for a XXXXX to be delivered to my home within 6/8 business days. It never arrived and all resulting correspondence has been ignored. The website from which I made the purchase (www.techhouseuk.com ) has also been removed.

I have attached copies of all e-correspondance relating to this matter, having originally logged a dispute and claim through PayPal who found in my favour but are unable to recover any money from the seller, who it has transpired was operating a fraudulent on-line business known as Tech House UK Ltd. A copy of their invoice is attached. I would also like to draw your attention to an on-line forum at https://forums.macrumors.com/threads/568400/
which I believe will be of interest, as there are many other victims of this fraudulent company pursuing claims, and a great deal of information has been discovered and discussed on this site. It would also appear that they are now operating a new site under the name of www.zaafs.com (please see page 4 of the forum posts for more details).
