That actually wasn't my experience after my purchase of an XPS-13 Developer's Edition (came with Ubuntu pre-installed) 18 months ago. Dell engineers personally responded to certain issues with firmware updates to address the Spectre security problems with Intel CPUs, and also dealt with users experiencing "coil whine" - an irritating high pitched hum some folks had (fortunately, not I) - with prompt attention. Perhaps the Dell folks behind the "Developer Edition" project are more attentive than the rest of the Windows oriented tech people, but I have had no complaints with them. I'm typing this on my little XPS-13 right now. It's about 18 months old and has served me well as a Linux platform laptop. I don't run enough CPU intensive applications to experience throttling, though my 2 core i7 CPU tends to run a little warm - usually around 50 C. Just for the heck of it, I ran Geekbench on it today, got expected performance, and the CPU hit around 85 C during one benchmark testing multi-core. Just my experience. BTW, running Geekbench on my 2017 iMac with a Core i5-7600K (4 cores), it outperformed the i7-7500U (2 cores) by roughly 30%. The 4 cores in the desktop i5 outperform the 2 cores on the laptop i7, and runs about 15 degrees C cooler on average.
