iOS 1 and 4 yes. But iOS 5 stopped at 5.1.1 and iOS 6 stopped at 6.1.6. Only about 5-8 updates each for an entire year. 10.2.1 is the 7th update for iOS 10.

My point being that we didn't get major feature updates, only bug fixes.

I think this change in feature delivery is Apple's way of getting major updates out on time every September, with less significant changes coming through the year. This serves 2 purposes: takes pressure off the major update and keeps the buzz going the rest of the year (witness: this thread!).

Nothing next week at this rate of the beta 4 has been final all this time and released mon or Tuesday ios 10.3 doesn't even come out for weeks lol

Very unlikely. Unless they release 10.2.1 at 8AM and then 10.3 at 10AM. I think its only happened once before and it was this year (iOS 10).
Only once this early, yes. At least as far as I can remember. My first Apple products were an iPod touch 2. Gen. and later an iPhone 5. Once an OS Update for the iPod touch came out around midnight, (Germany). I could be wrong.
