Nope. iPadOS is a direct derivative from iOS. iOS may have been built on the foundation of macOS back in the day but is now pretty much its own thing. In the end, iPadOS will displace macOS and unify the system together. Soon all Apple devices will be running on iOS.
All of the OSes are Darwin. They’re all using the XNU/mach kernel. They’re all the same OS under the hood with some different APIs and UIs exposed

Hell, technically they’re all really NeXTSTEP

I‘ll excited about those features. Hope the work well. Love stagemanager on the mac but couldn‘t get familiar with it on iPad. Think the multitasking will do way better.
Touchback on screen mirroring would be nice. Writing on the tablet and/or on a connected board.

The 11” macbook air and the 12” macbook werent all that long ago…
I had both. First of all, the air was 11.6”. And the aspect ratios were 16:9 and 16:10, respectively. The iPad is more like 16:11. The extra inch and wider aspect ratio make a noticeable difference.

I’m interested in user reports about iPad Mini, particularly whether there is extended display support on iPad Mini (A17 Pro).

If there is, it gives me reason to upgrade.
There is no extended display support on Ipad Mini. It seems as if the multitasking on the device is available to all compatible IPads including the Mini. However, extended display seems to be only available to devices that supported Stage Manager previously.

I find it funny that ever since the iPad came out, everyone has been screaming for these features. Now that they are here, it's just nothing but negative comments about it.

I love what Apple has done here. My iPad has now become incredibly more useful. I can use it for personal use as before, and now for work use. As I have a Mac Studio, these new features now mean I soon can ditch my work computer in the office
Maybe you're just concentrating on the negative comments. I've been reading through all the comments on the new iPadOS and the majority are positive with people being excited about them. Of all the updates announced today, iPad OS seems to have generated the most excitement. So "nothing but negative comments" is wholly incorrect.

It isn’t getting stage manager. Only the new windowing.
Uh, it’s right there. From my iPad mini A17 Pro.

Is it possible to play multiple audio sources simultaneously
?
I've always wanted the ability to use the phone on a BT headset and be playing music in the background to a BT speaker. As it is now, I have to use two phones to accomplish that.

Every year, Apple is making iPadOS like MacOS and now, I dont see any differences and I wonder if they are still planning to combine iPad and Mac in different ways such as macOS on iPad OR Mac with touch screen?
Let me correct that for you, "Every year, Apple is making iPadOS like a locked down MacOS and . . . "

"The cursor is now a true pointer, rather than a morphing circle."

It's the little things I love.

It seems that apple’s system had the same root all along, yet they feel and look completely different. Fascinating I think.

Based on these new features, any college students out there willing to way in on if this will allow them to replace their Mac with an iPad? I would be very interested in their perspective.....I have 3 kids in grad school, and they have both iPad and MacBooks. They tend to simply use the iPads for note taking and assigned reading plus as a secondary screen when traveling.

I hear you but I'm not going to pack a Mac mini, Monitor, keyboard and mouse to take with me on a train journey or a plane. I'm really happy with this update I just don't understand why they are mimicking so much of macOS when they could just give us macOS?
"Portable Mac" isn't a Mac mini, its a MacBook. Because they want to sell you a MacBook Air or Pro for that and thats not going to change.
