I don't understand this reasoning. If I ever have a reason to dig into the menu (and I rarely do, since i know all the hotkeys, includind cmd-? to access menu actions that don't have hotkeys), I know exactly where I'm gonna find that menu. Why is this so hard to grok?
It's an interesting idea -- not one I'd use as many commands I use don't have shortcuts. And without commenting on the merits of this idea, I think it wholly contrary to the fundamentals of Apple's UI concepts and will never happen.
First, the Menu Bar is the fundamental link to what application is active; hiding the menu bar and that information is lost. I've no doubt this would be considered potentially highly confusing to new users and even experienced users. Even as an user preference, it affords too much risk of confusion.
Second, as most applications to not have an exhaustive shortcut set, I'd guess that the menu bar is accessed relatively frequently by most users, and this would not really be that useful for most.
Finally, it adds to customization clutter. Apple clearly wants to minimize the the number of system-wide user tweaks, and this is pretty out there and likely wouldn't make the cut.
That said, it's an interesting idea, and as I'm largely in favor of giving the users more UI customization choices, it would be a nifty addition to the Preferences.
Besides, we got a checkbox for an opaque menu bar! I'd say anything's possible now.
