Why not? Why wouldn't they want everything that runs on their phones to look as good as possible?
So wait, 120hz refresh rate isn't active or actually enabled in third party apps, like YouTube, Twitter, Reddit, and Discord, etc...? It's still set at 60hz only?
If true that's a massive F up, and major problem Apple caused. One of the biggest things on the new 13 Pro models is the 120hz ProMotion feature.
But maybe this is just an easy patch Apple sends out third parties, and it's just a flick of a switch or something rather easy to enable?

It's the animations specifically, not the entire app's functionality. Scrolling is still in 120Hz.

That's just the Apple way since they can get away with it. Overpromise and under deliver primarily for cost cutting and squeezing more profit. Any other company that pulls that gets burnt on the stake.

Protecting their battery life claims, intentional and sums up the disappointment of iPhone 13: 120hz for SCROLLING, 60hz for everything else. Oh. So. Pro.

Even some of Apple’s own apps stutter and don’t rut at 120Hz though. Scrolling in Weather there’s a stutter, when pulling down to refresh in the App Store Store there’s a weird jumping animation, opening a new tab in Safari the animation is wonky and not smooth at all, swiping on the home bar to switch between apps there’s visible stutter and isn’t completely smooth there either…
it’s a shame because the rest of it is real smooth and when it is it’s great, but those stutters and less than smooth animations can be quite jarring and ultimately ruins the experience.

Do Android phones with 120 Hz have similar problems or limitations? I wouldn't know, but I'm curious to find out.

It's smooth because of vsync but at 60Hz but not fast and smooth 120Hz vsync like on other devices. As consumers, we want truth in advertising and not just fair.
Probably should wait for the iPhone 17 to be extra safe

Because apple wants to promote the narrative that you should buy apps and hardware from one manufacterer. Because of optimizations.

You will need to upgrade to iPhone 14 next year to get the full experience.
