the reason is simple, it's because they don't really like to give people an option.
me personally i love options however some people are that blind and love apple so much, any decision apple makes is the correct one.
i see no reason what soever why apple cannot give the user the option to enable flash or disable other than the fact apple loves to be in control.
flash is a big part of internet experience for many people, to simply say flash is dead is nothing short of blindness and a whole lot of biased apple opinion.
i love the fact on my sgs2 i can go to any website, regardless if it is flash or html 5, and play any video i want, without a hitch. and flash on my samsung galaxy runs like a charm. however some people clearly dislike flash and mostly go on websites that don't need flash so fair enough. however their lies the problem, some people need flash, some people don't, therefore apple should almost defiantly give people an option.
i find it funny though when people say flash is crap, let's be clear on android flash runs very well now, on windows it runs great, why is it only macs and ios has the problem?
i read on a website it's because apple lock down their OS so adobe can't really create a perfect "program" that is compatible, unlike windows and android that work side by side with adobe for a greater flash experience.
One of the biggest reasons is the way Flash drains battery considerably quickly, and Apple is well-known for putting battery-life first, which I personally appreciate. It is somewhat similar to how 4G/LTE is probably not going to be part of the next iPhone unless it doesn't excessively drain the battery.
Honestly I think they're taking the porn stance with this one. If you want flash and porn then there's android =)

in responce to apple Ludwig said: "We haven’t received any communication that they are testing Flash on the iPad or any feedback about its performance,” Ludwig says. “If there’s any truth that it’s buggy, I’d love to help them out.”
therefore it's apple fault, instead of working together with adobe, to create a better user experience with flash, they have simply shut themselves off and have no desire to give consumers a better experience.

I think ill agree with this. Flash imo is ok. I cant say it eats battery though because i really dont use it much. If i watch a video from a website, it is not very often. But i can live without it though it is nice to have.

iPhone already has full HTML 5 support. HTML 5 support in iOS 5 beats every other phone on the market.
Also, Safari is based on Webkit which also powers the browser in Android phones. http://www.webkit.org/ and it has the best support for HTML5.

my thought pattern is the same as yours, except i watch loads of video on the web ( i don't use tv channels) and most of the sites i go on only support flash ( i watch anime, stream football and sport etc and most of these sites don't support flash and if they do, it takes a long time to actually find certain episodes that do support htm5).I think ill agree with this. Eh, this has been beaten to death long ago.
I currently own the Nexus S... and I do really like it. Does flash rock? Nope, I turned it off. I just makes browsing slower and the browser lags badly. Besides the videos are choppy and tiny... and the last thing I need to do is see animated ads all the time.
People gotta get over flash for now, none of the current smart phones run flash for crap. (Fiance owns the G2X and its hellishly fast phone, flash still doesn't play worth a damn.

there is a reason why, when apple decided not to implement flash, that there was a massive outcry from consumers and even some apple fans.
