You can't speak for all 1.3 billion iOS users or 1.5 billion active Apple device users. Apple just like every software/hardware company is going through growing pains. Even if Steve Jobs lived to this day, he would not be able to micro-manage all of it, even with all the VP's reporting to him. Also, I would not expect Tim to go pester the iOS engineering team to knit-pick about the stability of a product; especially if he is not experiencing the problem like millions. Again, its a large software project and the pace of software development has changed how reliable software is. And to be honest, I think its been pretty smooth compared to the hardware decisions such as the failed butterfly keyboard. But you can't rest this at Tim's feet, thats the VP who is in charge. You are more likely to blame Craig than Tim. Also, the hardware decisions a partly to blame on Ive who has since left the company. Considering that Jobs himself left Ive in a powerful position, Tim didn't have much choice on the guy that was deemed Jobs own spiritual partner at Apple. Thats basically being ordained #1.
Also, Jobs would not get a out of jail card either, Mac 10.1 had a serious iTunes bug that deleted data, so did 10.5 that deleted files when moved between partitions, the iPhone 4 antenna gate issue, Titanium PowerBook G4 with the white trimming falling off, weak hinge, white MacBooks turning orange, bad nVidia graphics for years.
So, no matter who has been running Apple, the company has had its share of issues and so has Microsoft and its line of Surface laptops, Lenovo, Google.
