If he agree's in the "Best" and wants the "Best" for Apple customers, they why does he need a payment of $3B to entice him to use the best?

Distorting truth to suit your argument would seem more of a reality.
Perhaps to learn from so they can create something to compete with it. He can’t come out though and openly say this. First you use others then you build your own (Like Apple’s chipsets).

That, and Apple making big bucks with user data ; Cook just doesn't want to to be zuckerberged by congress and the EU , so he's trying to get to the moral high ground .

That is actually great news. Seeing what people complain about the most is good but only if one actually makes an effort to fix what people are conplaining about after. Best way to perfect something is to look for what people are complaining about and addressing those issues.

I use bing on my iphone but google knows where I am because of gmail.

Best to use Apple’s built in mail and just add gmail address to it if you need Gmail.

What search engine do you use? I use bing and every now and then I'm forced to go to google for more complex searches. Apple had to pick one search engine as the default. Per Tim's statement, they picked the one that works the best (do you have data that says a different search engine is better?) and put in some hooks to allow better privacy. He told it like it is.
 
iOS App Store "regulation" is the ONLY govt regulation in this area that I'm interested in.

Tim Cook's iOS App Store is catastrophically broken, & AAPL has a complete & total stranglehold on App Discovery !

Flagship caliber apps that AAPL wants to copy/steal don't get their Day in the Sun !
 
Why would a pre-arranged interview be fake news? The interviewee still answers the questions the way he/she chooses. And as long as the media correctly reports the answers, I don't see the problem. Of course this is pure PR, but if you take that into account, such interviews can have certain value.

Because it's only what the company wants to tell you. Just send out a press release, don't try to give an impression that the CEO gives a flying fadoo.

Nothing new. Apple is in the best position moving forward to manage the increasing privacy concerns. Google, Facebook, and the like will need to seriously rethink their business model. I am guessing this is why Google is developing a new OS and focusing on hardware. They see that Apple's model is better for the long term.
Why? both companies are making money hand over fist.
