Well, key term there is "unlocked". An unlocked at&t device will work on tmobile too, although I don't know if wifi calling would work right out of the box, or if down the line you will be able to use Softcard for iPhone if you use another carrier's iPhone (on android at least those carrier specific features don't work on other networks)

That depends. I BELIEVE so, but I think they program them in their inventory to be locked to either at&t or tmobile after you accept a contract. If you don't have a contract, the phone shouldn't lock, but if it did at&t requires it to be used a month before unlocking through their online portal
