Looking at that order, does it mean if you order with a bunch of accessories, and those accessories are not launch day ready, that they ship as things become available, and one thing doesn't hold up the rest?

Tbh I think it's slightly messed up. When I ordered mine via the app I had to click "From Continue" to proceed to the purchasing screens. Same goes for the keyboard.

The web links provided above work fine and I have now ordered. I put everything as one order because in the basket it says very clearly "ship items separately" as the default option. You don't need to do everything as separate orders. You can specifically choose to make it wait for everything to be in stock but that is not the default option.

Through the app was what worked for me - it tends to come up quicker. It honestly felt though (this time) that Apple,were somehow going live in a sort of staggered way!! Very odd!!

I've ordered a 128GB IPP with Wifi+Cellular and separately I ordered the keyboard and pencil but if I can get those in store then I'll cancel the 2nd order.
