After the manual data transfer I tried the on-device eSIM transfer mentioned before—the phone even prompted it—but it failed as it did before.
I went to the AT&T website and used their replace phone option with the BYOD choice, and that worked successfully to transfer the phone number. Nice not having to fuss with someone on what may be a busy phone day.

This seems to be a solution to a different problem.Make sure the phone has been updated to 17.02 before trying to complete a set up.
