Good catch. New things can be scratched too, but this does indicate you could be right, and this is in fact an older prototype. At least I am hoping.

Hopefully it won't. Face ID is not of benefit for the vertical markets that make heavy use of the iPad Mini. For the same reason, there is good reason that the headphone jack will stick around.It better have Face ID you hear me Apple

Likely an older prototype that won't ever go into mass production. Since the A9 is no longer being used in any products that Apple sells it seems unlikely that Apple would resurrect a 3.5 year old chip for a new product in 2019.A9? Man, that has really stuck around in the lineup. They are the successor to the A5, the chip that just would not seem to die.
The issue with A9 is you’ll only get two, maybe three more major iOS updates, not supporting the full set of new iOS features and soon losing general UI responsiveness.If the processor can perform adequately and is priced appropriately then I see no issue. The A9 is still a solid performing chip. I don’t think many people will be trying to run photoshop for their job using an iPad mini. The mini, even more than the iPad and iPad Pro is a media consumption device. The A9 can handle these types of tasks just fine. I’d like to see it get an A10 but I don’t see much issue using the A9 (again assuming price is below $250).

I don’t think that’s very likely as they will probably want to wrap up production of the A9 now nothing else is using it - plus having to support the A9 in the mini through another 4 iOS versions or so would be really stretching it! A10 is the most likely, though it might be an A11 or A12 for logistical reasons if they want to just leave it as is for another 3 years or more after they update it...If it comes with an A9 it better cost $250
